Framework Agreement for the provision of Gas Tightness Testing
The object of this Framework is to ensure the gas installations at each of the customer's premises are safe and conform with the current 'Gas Safety (Installation and Use) Regulations. Inspection & Testing The gas supply installation at each property, including the ventilation requirements, shall be inspected and tested for compliance with the current British Standards or equivalent and any relevant Codes of Practice and a written report produced to detail these findings. The visit shall include a visual examination of the gas supply installation and a tightness test of all the gas pipework at each Property from the transporters meter to each appliance isolation valve. Where installed the ventilation on plant rooms and kitchens shall be tested for efficacy. This framework is to enable the servicing of Staffordshire County Council's Corporate properties and LEA Maintained Schools. Additionally, the Managing Agent may use the framework for some or all its customers' 200+ Academy, Fire Service and other properties. There are currently approximately 420 properties listed on the contract schedule that are expected to be transferred to this framework. Most are in Staffordshire, with a small number located in Cheshire, Lancashire, Derbyshire and the West Midlands. The properties include all types of buildings operated by a Local Authority including educational, residential care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units.

Aberdeen Destination Marketing and Development Service
Aberdeen City Council is seeking market engagement to inform the potential procurement of a city-focused Aberdeen Destination Marketing and Development Service, funded through the Aberdeen Visitor Levy, which is due to apply from 1 April 2027. The proposed service would support Aberdeen’s position as a leading visitor destination by delivering destination marketing, city promotion, market intelligence, business engagement, product development and visitor economy development activity. It would seek to increase awareness of Aberdeen, grow visitor numbers and length of stay, support accommodation demand, amplify the city’s cultural, events, heritage, hospitality, leisure and business tourism offer, and contribute to the city’s wider economic transition. Community Wellbeing Partnership Service - Pre Market Engagement Event
Bournemouth, Christchurch, and Poole (BCP) Council is pleased to invite providers to a virtual Market Engagement Event taking place on Tuesday 4th August, 11:30am–12:30am via Microsoft Teams. The purpose of the session is to outline our commissioning intentions for the upcoming Community Wellbeing Partnership Service. BCP Council is seeking provider views on the development of a new Community Wellbeing Partnership Service that will strengthen collaboration between statutory services and the voluntary, community and social enterprise (VCSE) sector, improve access to community-based support, and help residents to remain healthy, independent and connected to their communities. The service will support the Council's wider prevention ambitions by providing a simple route for professionals to access information, advice and community solutions that help people maintain their wellbeing and independence, including when returning home following a hospital stay. The Council is exploring a model built around three key functions: Professional Access to Community Support Providing health, social care and housing professionals with access to community knowledge, local expertise and information about available support. This may include: • A single point of contact for community-based solutions. • Access to VCSE knowledge and expertise. • Facilitating information sharing across organisations. • Maintaining resources that help professionals identify appropriate support. Community Intelligence and Partnerships Acting as a bridge between communities, VCSE organisations and statutory partners to improve understanding of local needs and available support. This may include: • Identifying gaps in provision. • Sharing intelligence from frontline organisations and communities. • Supporting collaboration across the local system. • Attending and organising community information events. • Informing future service development and commissioning activity. Desired Outcomes The Council is seeking a service that: • Improves access to community-based support. • Helps people remain independent and connected to their communities. • Supports timely and sustainable hospital discharge. • Reduces the time professionals spend identifying appropriate sources of support. • Strengthens relationships between statutory partners and the VCSE sector. • Improves understanding of local needs, assets and gaps in provision. • Demonstrates positive outcomes for residents and value for money for the wider system. About us George Cadbury founded Bournville Village Trust, as a custodian of the Bournville Estate - the village he developed around the Cadbury chocolate factory in 1900, following the death of his brother Richard in 1899. By founding Bournville Village Trust, it meant even after his death, the homes, buildings, amenities, parks and open spaces on the Bournville estate would continue to benefit the community. Since then, Bournville Village Trust has evolved to become a values-led charitable trust that is inspired by our foundation and heritage, but not afraid to be bold and try new things - just like George Cadbury did. We continue to develop, maintain and provide services on the Bournville estate but also in communities in inner-city and south Birmingham and Telford, always with the aim of creating and sustaining places where people can thrive. Today Bournville Village Trust provides services to around 9,000 households and manages 3,400 social-rented and affordable homes. To maintain and improve our homes we run an in-house service, a Direct Labour Organisation, but need to on-board contractors to support us when demand peaks or we don't have specific skills in house. Description of the proposed procurement Bournville Village Trust (BVT) intends to establish a contractor panel under the Procurement Act 2023 to provide a compliant route to market for ad hoc works, goods and services. The panel will support BVT's Direct Labour Organisation by absorbing demand peaks and providing access to specialist trades and categories not covered in-house. The panel is expected to cover most or all of the following categories: • Scaffolding • Gas service and repair • Asbestos removal • Skips • Safety and compliance • Floor coverings • Responsive repairs • Planned works, including retrofit Please note we reserve the right to amend the category list prior to tender publication if the situation changes Key features of the proposed panel: • Initial term of 5 years, with an option to extend for a further 5 years (10 years maximum) • Appointment to the panel carries no minimum value or volume commitment, and no obligation on BVT to award work • Work may be awarded directly or, subject to criteria still to be agreed, via Request for Pricing • Pricing structures will vary by category; however where possible, a restricted schedule of rates basket will be used and is the preferred model. The anticipated route to market is a Competitive Flexible Procedure under the Procurement Act 2023, conducted via the Delta eSourcing portal. The panel's maximum aggregate award value is expected to exceed £5,000,000, however no single supplier will be awarded contracts under the panel with an aggregate value of more than £5,000,000. Purpose of this engagement BVT wishes to engage with the market ahead of the formal procurement to: • Test the proposed panel structure, categories and pricing models with potential suppliers • Understand market capacity, appetite and any barriers to participation, especially for local SMEs • Inform the development of specifications, evaluation approach and forms of contract • Ensure interested suppliers are registered and ready to respond when the Tender Notice is published Participation in this engagement is entirely optional. Executive Summary & Background: The Investment Team is advancing the development of the £500m Future Places Fund (FPF). The fund is evolving its core strategy to operate as a regional impact investment platform specifically targeting stalled, "oven-ready" housing and commercial schemes across the region. Unlike traditional public sector funding architectures, the FPF will move away from grant reliance. Instead, it will deploy a revolving, largely repayable investment model designed to recycle capital over time, alongside a deal-by-deal co-investment strategy with institutional and pension fund partners to maximize regional impact. The draft investment strategy and structure have recently been formally endorsed by the Strategic Place Partnership Board. The Authority is now finalising the necessary governance and delivery architecture to ensure schemes can be brought forward rapidly. Scope of Requirements: Core Responsibilities and Scope of Work The successful Fund Adviser will be required to manage and execute across the following three core pillars (A,B,C) of the fund lifecycle: A. Origination, Structuring & Execution Pipeline, Origination & Market Engagement • Design and implement an approach for continuous pipeline management, market engagement and opportunity sourcing, including helping the Authority maintain a transparent route for eligible schemes to be considered. This will initially prioritise opportunities capable of demonstrating realistic delivery trajectories within the current mayoral term. • Engage with a diverse network of regional stakeholders, including local authorities, public-sector partners, the local property community, and national developers or investors to source "oven-ready" schemes. Transaction Structuring & Investment Modelling • Design bespoke, deal-by-deal investment structures that balance risk and return while prioritizing capital recyclability and delivery. • Structure appropriate pricing, tenors (typically ranging from 3 to 5 years), and clear exit strategies—including complex repayment hierarchies (e.g., senior debt recovery followed by FPF equity capital recovery) and profit-share/upside mechanisms. End-to-End Due Diligence & Transaction Execution The adviser will have primary responsibility for driving transactions through a structured, 4-stage governance and underwriting process: • Investment Overview: Producing concise, one-page investment overviews for initial deal screening. • Stage 1 (Heads of Terms): Negotiating and finalizing commercial Heads of Terms (HoT) with prospective borrowers and recipients. • Stage 2 (Detailed Due Diligence): Undertaking rigorous financial, commercial, and risk due diligence on the sponsor and the scheme. • Closing: Managing the finalization of loan/equity documentation and overseeing financial closing. B. Ongoing Portfolio Management & Asset Monitoring Following financial close, the Fund Adviser will be responsible for the active commercial and operational management of the invested portfolio to safeguard public capital and ensure delivery. Responsibilities include: • Drawdown & Capital Deployment Management: Overseeing the monthly loan/equity drawdown process. This includes reviewing and validating Independent Monitoring Surveyor (IMS) reports, verifying "cost-to-complete" metrics, and ensuring funding is released only against verified development milestones. • Construction & Milestone Tracking: Actively monitoring on-site construction progress against agreed development programs. The adviser must proactively identify project delays, supply chain disruptions, or contractor insolvency risks before they impact fund deployment. • Covenant & Compliance Monitoring: Continuous tracking of borrower compliance with financial and non-financial covenants, including Loan-to-Value (LTV), Loan-to-Cost (LTC), interest cover ratios, and legal obligations. • Asset Restructuring & Workout Support: In the event of project distress or underperformance, leading on variations, extensions, or refinancing negotiations to protect the FPF’s capital and ensure project completion. C. Impact, ESG & Output Reporting Embed the fund’s core performance metrics into the initial appraisal and long-term monitoring of every transaction. Ensure all approved investments explicitly track and deliver against the fund's primary output metrics, specifically: o Housing Delivery: Total homes built, with a primary focus on maximizing affordable housing across all tenures. o Economic Growth: Jobs created and safeguarded through commercial, industrial, and mixed-use developments, alongside overall GVA growth. o Sustainability & Regeneration: Total acreage of brownfield regeneration achieved and measurable carbon reduction outputs. This notice relates to the re-procurement of the Provision of Compensation Claims Handling Services for His Majesty’s Prison and Probation Service (HMPPS) via further competition under Crown Commercial Service (CCS) Framework RM6323 Insurance and Related Services 4, Lot 2 Claims Handling and Related Services which was established in accordance with the Public Contracts Regulations 2015 (PCR 2015). Each year the Ministry of Justice (the Contracting Authority) typically receives in excess of three thousand new personal injury and other private and public law claims of varying degrees of importance, value and sensitivity. These emanate mainly from His Majesty’s Prison and Probation Service (HMPPS), for which it is responsible.
